Under the leadership of Dr. Alexander Jan M (Hany El Zahar), Executive Director/Founder & CEO of the International Police Academy (IPA), and Mr. President Rtd. Senior Superintendent Police Shuaib Adam Hsc Oly Vj, International Director of Law Enforcement, Police, and Military, along with key contributions from Prof.Sir, Yuval Binstoc, this appointment marks a significant step in the Academy’s commitment to recognizing exceptional leadership and dedication to excellence in law enforcement education and training.

Colonel Dr. Gustavo Cabezas brings over 32 years of extensive experience in law enforcement with the National Police of Ecuador. His career has been marked by several high-level positions that showcase his leadership, strategic acumen, and commitment to public safety:
National Director, Special Operations Group (GOE), Quito: Led national-level tactical responses, ensuring public safety through high-risk interventions.
Commander, Integrated ECU 911 System, National Police, Quito: Oversaw the integration of police operations within the national emergency response system, improving emergency response effectiveness.
Director, Special Border Zone Ecuador-Colombia: Managed security operations along the critical Ecuador-Colombia border, addressing complex cross-border challenges and ensuring regional security.
General Manager, Cosmoseg Private Security Co. Ltd., Guayaquil: Led private security operations, emphasizing operational efficiency and client relations.
Board Member, National Police Cooperative, Quito: Contributed to strategic oversight and governance, ensuring alignment with the welfare of National Police members.
Colonel Dr. Gustavo Cabezas’s Educational Background
Colonel Cabezas is currently pursuing a PhD in Business Administration at Benito Juarez University in Mexico, building on his robust academic foundation, which includes:
A Master's in Business Administration from the University of Specialties Espíritu Santo (UEES), Guayaquil.
A degree in Agricultural Engineering from the Technical State University of Quevedo.
A Bachelor's in Social, Political, and Economic Sciences from the Private Technical University of Loja.
A Master's in Security Sciences from CEAS-INTERNATIONAL, Spain.
