International Police Organization Academy Appoints Major, Jean-Allain Pascal Pulchérie as Honorary IPOA Commander Country Director for Mauritius




Under the guidance of Dr. Alexander Jan M (Hany El Zahar), Executive Director / Founder & CEO of the International Police Organization Academy (IPOA), and with key contributions from Prof. Yuval Binstoc, Sir Junustia Brecen, and Rtd. Senior Superintendent Police Shuaib Adam Hsc Oly Vj, International Director of Law Enforcement, Police, and Military, the Academy is proud to announce the appointment of Jean-Allain Pascal Pulchérie as the Honorary IPOA Commander Country Director for the Mauritius section. This prestigious role highlights Mr. Pulchérie’s outstanding achievements and contributions to law enforcement, community service, and education.





Jean-Allain Pascal Pulchérie is a distinguished military officer with over 27 years of active-duty experience, including more than a decade in senior management positions. His career is marked by exceptional leadership, strategic planning, and operational management, showcasing his ability to achieve significant results under high-pressure conditions.

  • Special Mobile Force, Mauritius

    • Training and Development Strategy: Spearheaded the development of the SMF Training and Development Strategy.

    • Training Need Analysis: Conducted a comprehensive analysis to modernize training policies in alignment with strategic goals.

    • Coordination with Partners: Collaborated with local and international partners to achieve organizational objectives.

  • Groupe d'Intervention de la Police Mauricienne (GIPM)

    • Team Restructuring: Overhauled team structures and developed specialized capabilities to enhance operational effectiveness.

    • Aviation Security: Directed national aviation security efforts and transformed the Anti-Hijack protocol.

    • Counterterrorism: Coordinated national counterterrorism strategies, improving national security.

  • Combined Joint Task Force - Horn of Africa (CJTF-HOA)

    • Missions After Action Reviews: Led comprehensive reviews for planning purposes, contributing to more effective mission strategies.

    • Cultural Awareness Program: Developed a Cultural Awareness program for over 2,000 staff, enhancing cross-cultural understanding and cooperation.

    • Training Coordination: Managed training initiatives with Djiboutian and French Forces, fostering international collaboration.

    • Awards: Awarded the Joint Service Commendation Medal for exemplary service.
